The Moscow-Taipei Coordination Commission on Economic and Cultural Cooperation (MTC) is now accepting applications for the Russian Government Scholarship Program for the 2026–2027 academic year. Residents of Taiwan are welcome to apply.
Each year, tens of thousands of international students choose Russia as their destination for higher education.
I. Application Period
📅 September 15, 2025 – January 15, 2026
II. Scholarship Benefits
- Full Tuition Waiver: Covers the entire duration of the selected academic program
- Accommodation: University dormitory provided, subject to availability
- Monthly Stipend: Students enrolled in full-degree programs (Bachelor’s, Master’s, Residency) will receive a stipend equivalent to that of Russian citizens
- Preparatory Program: Applicants with insufficient Russian proficiency may enroll in a free one-year preparatory course covering Russian language and basic academic subjects
III. Eligibility Requirements
- Completion of secondary general education (high school) before September 1, the start of the Russian academic year
- Timely online submission of a complete application and all required documents
- Status as a resident of Taiwan (settled in Taiwan)
IV. Selection Process
The selection process consists of two stages:
- Stage 1 (Primary Selection):
Conducted by the MTC Representative Office in Taipei via the online data collection system - Stage 2 (Final Selection):
Conducted by the Ministry of Science and Higher Education of the Russian Federation and the respective Russian educational institutions

Applicants are strongly advised to register using an email account from Yandex.ru or mail.ru. - Submission of Application and Documents
Complete and submit the application by January 15, 2026, including the following uploads:- One formal passport-style photo (front-facing)
- A scanned copy of your passport
- Scanned educational documents (Diploma / Certificate of Enrollment and academic transcripts)
- Final Submission
After completing the form and uploading documents, please ensure that the application status changes from “Draft” to “Sent for review.”
Applications remaining in “Draft” status will not be processed.
VI. Educational Options
- Full-degree programs: Bachelor’s, Master’s, Residency
- Continuing education: Short-term courses, summer schools, Russian language teacher training
- Applicants may select up to six (6) universities, listed in order of preference
- Applicants are encouraged to contact the international offices of selected universities directly for detailed program information
