1. Program Overview To cultivate foundational academic research talent, the Ministry of Education (MOE) selects outstanding students to study abroad for one academic year at prestigious partner institutions in Europe and the United States (including UC Berkeley, UW–Madison, LSE, Sciences Po, SOAS, ASU, and University of Tübingen).
The program provides full tuition coverage, a round-trip economy airfare subsidy (up to NT$60,000), and a living stipend. Students eligible—including those pursuing double majors in the humanities and social sciences—are strongly encouraged to apply.
2. Eligibility & Language Requirements
- Eligibility:
- R.O.C. (Taiwan) citizens residing in Taiwan.
- Undergraduate students (Sophomores and above) or first-year Master’s students.
- Majoring or Double-Majoring in Humanities or Social Science disciplines.
- Must not be concurrently receiving other government-funded study abroad scholarships exceeding 1 year in total.
- Language Proficiency (Official test results must be submitted by Oct 20, 2026):
- Categories A & C (English): TOEFL iBT 61+ / IELTS Academic 6.0+ (or General Training 6.5+).
- Categories B & D (German/French): Goethe-Zertifikat B1 / DELF-DALF B2 or equivalent.
- Note: Applicants must also fulfill specific language requirements set by host institutions abroad.
3. Application Timeline & Procedure
- Application Period: September 20, 2026 – October 20, 2026 (Late submissions will not be processed).
- How to Apply: Complete the online application and document submission on the official program website within the application period.
4. Note for Students in the College of Science Students enrolled in the College of Science who hold a double major in Humanities or Social Sciences, or who are engaged in interdisciplinary academic pursuits, are fully eligible and encouraged to apply. Please ensure you prepare your language proficiency credentials well in advance.
